Servant tier list redone with the same criteria as 5-star list.
Mashu's overall defensive capabilities are superb, with taunt and invincibility-granting skill and an NP that provides party-wide buff in both attack and defense, will always overshadow how she's not that effective in offense by herself. Having 0 cost means that she fits in any situation.
Heracles' stat growth becomes excellent once he hits Level 40 onwards and he's notable for multiple survivability skill for a Berserker, with inherent Evade and Guts, and three consecutive Guts once you have maxed his Bond. He may be a bit unflexible to maximize his survivability with his CE, but with the firepower he brings, it's worth it.
At NP5 and with the high base percentage of Excalibur Morgan, her NP is one of the most formidable among AoE Servants. Additionally, she has added utilities via her healing skill, and thanks to the high Rider class star weight, she can make effective use of critical stars.
Nobunaga boasts a high-percentage critical buff, as well as two supereffective modifiers (against Riders and Divines, respectively). These make her a formidable damage dealer, even more so thanks to her AoE NP gain buff, which aids the whole party.
Carmilla is a versatile Servant, thanks to her diverse skillset, as well as the heal and her anti-female supereffectives built-in to her Noble Phantasm, which is strengthened further via Strengthening. With her above-average ATK, she is a valuable Assassin to have.
Solid in both offense and defense, Nursery Rhyme combines NP spamming with formidable defense buffs as well as debuff removal. Of note is her NP's NP drain chance, which can greatly hinder opponents.
Saber Alter's most defining feature is the above-average modifier of Excalibur Morgan, which allows her to compete in NP damage even against her 5-star original version.
Numbers-wise, Medea Lily is arguably the best burst healer currently in the game; coupled with her poison and debuff removals, she is a highly versatile Servant for many quests.
Nero's Thrice Setting Sun is an extremely formidable skill on par with Heracles' bond CE. Due to this, she is able to solo quite a lot of stages. Aside from this, she also has good survivability thanks to Migraine and Imperial Privilege.
BB is an Arts-based support-attacker hybrid that can heal, stun, remove party member's debuff, sustain the team's NP while generating hers fast enough, remove enemy's invincibility/evade, she's overall versatile and can be used at any moment, and she's also free, provided you go through the SERAPH event.
Lancelot combines the benefits of stats of a Saber while being a 4-Star Arts-based Servant, meaning that he hits hard, generates NP well for his powerful NP, in addition of buffing his own Critical capabilities, making him both an effective all-rounder Saber and a single-target exterminator.
Kintoki is one of the Quick Servants that remained strong in spite of the Buster Meta, thanks to his quick NP generation combined with how he is capable to increase his own Quick capabilities with his skills. The fact that he's also free (for those who play Onigashima) is also a big bonus.
Munenori is one of the more powerful 4-Star Sabers in the game. Attack debuffs means that he'll enfeeble his enemies while building his strength to decimate the enemy in one strike, in addition of an evade, making him a great addition for super powerful bosses that has inherently high attack or likes to debuff your party.
Yorimitsu is an overall great attacking support thanks to being able to support Buster cards and granting Critical bonuses. She does lack survivability skills, though being a Lancer instead of a Berserker only mitigates this a little.
Altria Alter possesses huge damage potential thanks to having a Critical-boosting skill but she still lags behind in terms of NP generation, which should be covered with her allies
Chloe is an all-around Support while also being able to generate and spam powerful NP on her own thanks to her Arts-set deck. Overall, a solid servant for any situation.
A Servant with both offensive and supportive capabilities, Gilgamesh provides defense up, attack increase, as well as critical star gain and Arts performance buffs for the whole team. The last two in particular are notable, as they allow the whole team to generate large amounts of stars even on Arts cards.
Shiki's main draw is her NP, which can be buffed to Level 5 easily if you play the Kara no Kyoukai event well. The NP isn't that high, but it can instant-kill almost anyone, meaning that she can remove any unwanted enemies anytime she's got a filled NP bar.
Rama's main defining trait is his high-percentage critical buff, which comes with a short cooldown. His NP's supereffective grants him match up flexibility as well. However, it is important to note that critical buffs don't scale as well compared to other buff types, especially with notable supports such as Merlin and Zhuge Liang.
Ibaraki's defense buffs enable her to survive enemy NPs with defense-stacking strategies. Coupled with her debuff removal and high-damage NP, this makes her a flexible Servant, especially with a suitable supporting party.
Queen of Sheba has one of the highest natural NP gain rate, which, coupled with her Arts buffs, means that her NP is highly spammable. Also important to note is the potential of her high-percentage critical buff, although normally, it is hindered by her low critical absorption.

Boasting a huge critical damage buff coupled with Archers' high star weight, EMIYA's critical damage rivals that of even 5-star Servants. His triple Arts deck also allows him to unleash his NP more often.
Being an Alter-Ego, Mecha Eli-chan deals increased damage to all Horsemen classes, and holds a rare advantage against the Foreigner class. With her high-percentage buffs and NP5 status, she is an extremely valuable damage dealer to have.
Possessing good utility and a single-target NP with an effectiveness on Evil enemies, Vlad III is a solid damage dealer, especially when he is adequately supported.
As a Berserker capable of performing critical hits reliably, Lancelot (Berserker) is a highly valuable asset for certain types of stages. His poor survivability and low NP gain is considered to be his main weakness.
It took several interludes to make Siegfried a much more solid Servant, even moreso on Dragons due to a Buster buff effect on his third skill, and Dragon damage on both his third skill and NP, making him effective on any Pendragons (or anyone hit with Georgios' NP) or those annoying wyverns. Maybe the day will come when people will stop calling him 'Sumanai'
