As classes who deal extra damage only against Rulers and Berserkers, Avengers usually end up having little time to shine. As such, they usually come with skillsets that allow them to deal good amounts of damage to make up for their small niche. Sadly, none of the non-SSR Avengers are that good.
Aside from being overshadowed by Jeanne Alter in overall damage, Gorgon suffers from a skillset that offers a few good features but lacks the most vital tool to make her truly good.

Strategies & Tips
It’s hard to make Gorgon look good. With a 50% ATK up, 56% Crit damage up, and 3 Busters including her NP, one would assume she hits fairly hard.
Sadly, she is hindered by multiple factors that make her subpar in offense. With only 1 Quick and only 3 hits on them, she has no way of creating stars for her to crit with. On top of that, she also lacks a star absorb of any kind, which means even if you use supports to provide stars for her, she would have a hard time absorbing them.
And when she’s able to absorb them, her ATK up lasts for only one turn, and her crit damage up lasts for 3 turns but has a cooldown of 7 turns at max, which means her burst time is extremely short and her downtime is extremely long.
If put curtly, Gorgon simply lacks too much consistency. She has no way of using her skills to full effect reliably, and even if she’s able to use them well, the buffs go away so quickly and recharge for a long time, which severely limits the amount of damage you’re able to give out. She has good potential if she crits, but she can’t crit in the first place, and the amount of effort you have to make to ensure she does simply isn’t worth the cost and compensation.
That said, Gorgon does have some good damage if she crits, and she does have good utility like her passives and stun. It would be best to pair her with supports that can provide her Buster ups to bump up her crit damage, and with supports who can generate a lot of stars for her to be able to get some.
Noble Phantasm
Gorgon’s Noble Phantasm can only be described as mediocre. As an AoE Buster that hits for only three times, it deals very little damage at NP1 and generates a sparse amount of stars. It also has mediocre effects like applying curse to the enemy, and while the 10% Aoe NP refund is nice, it’s too small of an amount to be actually relevant, not to mention the fact that Gorgon can’t charge her NP fast enough to use it often as a tool for the team anyway.
Hans is able to increase Gorgon’s survivability through his healing and DEF up. He is also able to passively generate stars, and increase her damage further with his crit damage up and ATK up buffs. His absorption rate as a Caster is also low, which can allow Gorgon to absorb stars from him better.
Waver is able to buff Gorgon’s offense through his high scaling ATK buff and DEF debuff, and with his crit damage buff. He can also charge her NP gauge directly, which helps her overall NP gain. His stun and drain on his NP can also be a good utility function to stack with her stun.
Shakespeare is able to buff Gorgon’s Busters for a turn, which can aid her damage very well. He can also directly charge Gorgon’s NP charge and buff her star generation rate by 100%, which can be somewhat beneficial with Gorgon’s hitcounts on her Arts and Extra cards.
Merlin is able to buff Gorgon’s Buster and crit damage immensely well, which can increase her damage very well. With his NP being able to charge Gorgon’s NP directly and generate stars every turn, he can aid her consistency as well.
Due to Gorgon’s lack of a star absorb, it would be good to increase her star absorption through a CE, as it would increase her consistency by a good amount.
When equipped on Gorgon, Increase Buster Card performance and NP Acquisition of all allies by 10% while on the field.

Increase own ATK (1 turn) An ATK up that scales for an incredible 50% at max. This lets Gorgon hit for good amounts of damage with her Busters, especially since she has a good amount of ATK on her. Sadly, it only lasts for 1 turn, which limits her ability to deal damage to a very short amount of time.

Apply Guts (5 turns) (1 time) Increase crit damage (3 turns) An increase in crit damage is a very great tool to increase Gorgon’s offensive power. Especially with her deck and its 50% percentage at max, Gorgon is able to dish out great amounts of damage in the event that she crits. However, as she has low absorb rates and lacks any skill to boost it, using this skill to full effect can prove to be very difficult. Considering how it also has a 4 turn cooldown at max, and how her ATK up lasts for only 1 turn, it would be hard to use this for consistent damage. However, although the two effects together is a bad combination on one skill, the guts is a good survival function.
Mystic Eyes A++ / Cooldown: 8-6
Chance to apply stun on an enemy A stun is a very useful skill to counter gimmicks in hard fights, and scales for a very good amount. The extra 5% may seem excessive, but it can be useful against enemies with Magic Resistance.

A QAABB deck is honestly not the best fit for Gorgon, since a QQABB deck would have let her create more stars for herself. Her NP gain on her cards aren’t particularly amazing as well, so a deck that increased her overall consistency would have been more beneficial for her.
I imagine she's in the A-tier because Merlin exists.

While many things said above are not wrong per se, the lack of objectivity in the analysis makes Gorgon seem much worse than she really is. No, she isn't Jeanne Alter, but she finds her niche being a more accessible 4-star Buster-Crit Avenger. She isn't outstanding and has plenty of flaws, but she does her job well enough.
