As a Freebie, Ishtar is somewhat balanced. As a Quick Servant, Ishtar lines up with the ideal performance for the card. She’s able to deal powerful crits, regain NP, and generate a decent amount of stars on her Quicks, but sadly she’s rather hindered by her poor hit-counts on the very card. For Ishtar, her Quick cards are both a powerful tool and a weakness.
As a damage dealer, Ishtar is pretty solid with her own buffs. With a 100% Crit damage up and 52% Quick up, her NPQQ Brave chains would hit powerfully, and with her 70% NP gain included it would let her gain a considerable amount of NP gauge.
The ideal was to make her deal damage and regain NP with an NPQQ crit brave, and go for another NP again on the 3rd turn. Sadly, this is extremely difficult to do reliably.
While her buffs’ percentages are solid, her hitcounts hinder her performance severely. With a 0.68% base on NP gain and only 2 hits on Quick, Ishtar loses out on the amount of NP she’s able to regain during her burst. Her 3rd skill also stuns her as a demerit, which is why her burst is limited to only 2 times within 3 turns, one on the 1st and another on the 3rd. However due to her hitcounts, she loses a great deal of consistency, making using her NP twice within 3 turns an even more difficult hurdle to take on.
Despite this, it’s not as if she’s completely terrible--- with the same buffs her Arts gains a great amount, and with her Buster and Crit buff she doesn’t necessarily have to rely on only her Quick cards to deal damage or gain NP. Caster enemies also give 20% more NP when you attack them, which boosts her usability more. Still, it makes her rather limited and tricky to use, and during her burst phase, one would be pressured in choosing the right cards to maximize her potential for a 2nd burst or to maximize her damage for that turn. Not to mention, she’d also lose the ability to create same-color brave chains, which boost the Extra card.
All that said, it is best to pair Ishtar with units who can create stars for her, as she is unable to create her own. It is also good to pair her with Servants who can remove her stun constantly, to improve her overall performance. Her damage would improve with units who can buff her ATK, and she would rely more on healers than on DEF buffers due to having a hit-based dodge and Invul.
With her own buffs, Ishtar hits pretty well at NP5. It also gives her a Quick buff before it hits, which benefit her very well in boosting her NP and chain damage. Unfortunately, aside from that it does not have any other notable effects. It hits only 4 times, which limits the amount of stars she’s able to generate, and also limits the amount of NP gauge she’s able to regain. It also goes on for quite some time, making it rather unsavory for farming.

It’s never a good idea to mix a dodge with an offensive skill, but since it is hit-based, it lets it be somewhat a little more flexible than turn dodges. While it’s not as abusable as Protection from Arrows, it gives a decent amount of cover with it’s short cooldown. The crit damage up also scales very well, and fits perfectly for Ishtar and her naturally high absorb rate.
A double-edged sword that both improves and hinders Ishtar’s performance. A hit-based invincibility stacks with her evade, which essentially provides her 2 hits of protection. Her crit damage up stacks up with her 2nd skill and passive for a total of 110%, which boosts her damage greatly, as it also multiplies with her card buffs. While her stargen buff is rather negligible for the most part, the NP gain buff stacks with her 1st skill for a total of 70%. Sadly, even when it multiplies with her Quick up, her NP gain on Quick still remains poor. It does however, significantly improve her gain on Arts, allowing her to recharge her gauge incredibly on crits.
While it might sound amazing, the stun can prove to be crippling. The stun essentially prevents her from being able to do back-to-back bursts like other Quick Servants, which can waste her buff on her 1st skill. It also halts CDs for a turn, which means using it would extend her downtime on her other skills as well, which can really hurt her overall consistency.

A QQAAB deck is perfect for Ishtar’s kit, as it allows her to benefit from her buffs to the fullest. Despite this, she suffers from bad hitcounts, with 3 on Arts and 2 on Quick. However, it is also worth noting that she gains a good amount of NP on her Buster, and with Arts on the first card it can even gain more than her Quick if it was on the 2nd card of the chain.
