Lily is somewhat in a tight spot as a Servant--- as a freebie and an SR she deals pretty good damage on her NP. However, because of her low ATK stats and with an investment cost equal to regular SRs, the cost-efficiency of being a freebie is eliminated as well. Saber Lily is just an average unit--- if you have her and no other AoE Saber to use, she functions decently well as a wave sweeper. However, if you do have other Sabers, it would usually be better to invest in them instead.
Pros
Event Freebie grants her NP5 status
Has an AoE NP gain buff
NP multiplier is higher than the usual AoE Buster multiplier
Cons
NP’s secondary effect is too small
Her ascension and skill costs are the same as regular SRs, unlike other freebies
Strategies & Tips
Saber Lily is pretty straightforward in terms of gameplay. She charges her NP decently fast, and hits fairly hard. As a freebie her NP damage is quite high, and with a Mana Burst skill her burst phase can be pretty powerful overall as well.
However, the complication comes with her awkward stats and position as an ingame unit. Unlike other freebies, her ascension and skill costs are the same as regular SRs, which lowers her value as a freebie. Her damage might be nice, but overall she doesn’t really have any other gimmick or feature to separate her from everyone else--- one could simply opt to use a different AoE Saber that offers better cost-efficiency.
Saber Lily is not a bad unit by any means--- in fact, her kit is pretty nice and her damage is rather pleasant. It’s just that, due to her awkward status, her value as an SR unit takes a severe blow.
Noble Phantasm
Altria’s NP hits at a very good amount of 27k damage at NP5, placing as the 4th strongest AoE NP among the Sabers. The difference between her and the top 3 isn’t that large as well, too. Overall she deals great NP damage, as her NP’s multiplier clocks in at 600%, which is equal to AoE Buster NPs that have received NP power upgrades. The healing secondary effect is nice, but it doesn’t really have much of an effect due to its small amount.
Hans is able to improve Lily’s damage by providing her with an ATK buff, which multiplies with her Buster buff. He’s also able to provide stars passively, which can stack with her Instinct to make it worth using. Aside from that, he’s also able to provide her healing and DEF buffs, improving her overall survivability.
Waver is able to provide both ATK buffs and DEF debuffs, which multiplies very effectively with Saber Lily’s Buster buff. His DEF buff can also be useful to further boost her survival, and his ability to charge her NP gauge directly can allow her to access her powerful NP more often.
[JP] Merlin is able to buff Lily’s Buster cards with his skills, as well as buff her ATK. Along with his ability to passively charge her NP and produce stars, Merlin’s capabilities would allow her to deal more damage overall. His healing would also benefit her survival greatly.
[JP] Mashu is able to buff Saber Lily’s ATK by great amounts to aid her damage further. Alongside that, she’s also able to buff her DEF by amazing amounts to help sustain her.

Upgrade Priority
Instinct B / Cooldown: 7-5 Receive critical stars
This skills is honestly as awkward as Saber Lily herself. With a meager amount of 14 stars at max level, it doesn’t really have much worth as a skill. 14 stars is a little too small for the cost it takes to level the skill up to level 10, and without any way to reliably absorb or generate stars, more often than not the 14 stars you receive would get lost in RNG.
Mana Burst A / Cooldown: 7-5 Increase Buster Performance (3 turns)
Despite being a standard skill, this is perhaps Altria’s best skill. A 50% Buster buff allows her NP to hit very well, along with her Buster cards. Not only that, since she deals good damage through just one buff, it allows her to scale quickly with other external buffs.
Journey of the Flowers EX / Cooldown: 7-5 Increase NP gain of all allies (3 turns)
An AoE increase in NP gain is pretty nice, especially when considering that the best supports for damagers ingame are usually the Casters. Sadly, it’s rather disappointing to see how much the skill scales for, with only a 20% increase at level 10. While it’s not as unsatisfactory as her first skill, the amount it takes to level her 3rd for such a meager amount in return makes it feel rather underwhelming.

Lily’s command cards performance aren’t too bad but quite inferior compared to other 4* servants. With only one Arts card and a NP charge rate of 0.86%, it is hard for her to build up her NP despite her main attacking capability depends on it.
