Ishtar is a crit focused buster archer, focusing on buffing up the team and herself with powerful attack and crit buffs before letting loose on whichever poor enemy stands in her way. Ishtar’s kit is extremely offense oriented, only offering one semi defensive skill which doesn’t play too huge a role anyways. Her base stats are very solid, sporting a respectable attack stat while her HP stat is extremely high.
Her skills are also very solid, providing a team attack and crit buff with decent numbers. Her second skill is decent, giving a large boost to NP gauge while also having an 80% chance to get Invulnerability and invulnerability break. Her last skill is extremely potent, making up most of her damage output. The skill gives Ishtar a 50% boost to her attack after 1 turn of activation. This skill has an extremely low cooldown at 3 turns at level 10. This allows her to spam it consistently with no consequence, only requiring proper planning before activation.
Her generation stats are pretty average, her arts and quick cards are pretty decent in NP gen on top of a 4 hitcount. Her extra attack is extremely potent, allowing her to gain much more stars and NP gen than most other 5 star archer. She generates a generous amount of stars on a brave chain, averaging around 25 stars on her ABQ chain.

Strategies & Tips
Ishtar should be paired alongside a star generator who can help her crit hard and often while also benefitting from the critical buffs. Her first skill should be used whenever she’s about to fire off a brave chain or her NP. Her second skill should mostly be used to fill her NP gauge, relying on the bonus effects may leave you in a bad position. Her last skill should be activated before a Buster chain with her NP, allowing her to really destroy enemies. Card counting should be used in this case.
Noble Phantasm
Ishtar’s NP is an AOE Buster card with a decent damage multiplier. She applies a 20% Buster buff to the turn she is on which is great during a Buster brave chain. This should be used the first in the brave chain, after buffing up her attack.
Obligatory Merlin supports Buster and crit servant. His skills give Ishtar the buster damage and crit damage while also further buffing her attack on top of boosting her NP gauge. His NP also provides the stars that she needs to crit more consistently.
Minamoto is a fellow crit buster servant who can provide buster support via her skills while also boosting attack and stargen capability of the team. Minamoto’s NP refunds crit stars to the team as well, helping the two of them crit well together.
Jack is a good source of stars that can really help Ishtar crit consistently for a steady flow of damage to the enemy team. This ensures that Ishtar’s numbers stay high while also topping up her NP gauge, making her NP ready in no time.
Victor from the Moon Victor from the moon is the go to CE for crit and buster servants, allowing them a boost to their main damage source while also allowing them to crit harder, causing high numbers on their most powerful cards.
Piece of Year 2030 This CE gives Ishtar passive stargen, allowing her to rest easy on the stargen while being able to crit more consistently against enemies. This helps her focus on her damage output or even alleviate the team of another star genner.
Holy Night Supper Holy night supper provides Ishtar with some bonus NP charge so she can fire off her NP much earlier while also providing her with crit and NP damage up. These are her main sources of damage and so this CE is a good fit.
When equipped to Ishtar (Archer), increase Buster Card effectiveness for all allies by 20% & decrease Debuff Resist by 20% for all allies [Demerit] while she is on the field.

Prana burst is a strategic skill which allows Ishtar to raise her damage output by 50% on 1 turn. This skill is her main damage buff which can be spammed easily despite the planning needed to use it effectively. This skill should be leveled first.
Manifestation of beauty
Manifestation of Beauty boosts the team’s crit and damage stats by 20% at level 10, allowing the team to increase overall damage to enemies. It is a solid skill but the numbers are slightly low in terms of crit buffs. This skill should be leveled second.
Radiant brilliant crown
This skill boosts Ishtar’s NP gauge, allowing her to NP more often on top of the invulnerability and invulnerability break effects to her. These effects are pretty decent but rely on a 80% chance of activation. While very high for a chance based skill, it should not be depended on in tough fights. This skill should be leveled last.

Ishtar’s hitcounts are around average, middling around 4 hits on all her cards. She has decent NP gen and Crit gen, but her NP is simply unusable with only 3 hits on top of being a buster card. Her NP card provides close to no refund on stars or NP.
Why would you equip 2030 on your main attacker? I thought 2030 should only be put on support servant, while the main attacker equip CE that can boost their damage output.
