Caligula is not really that good of a servant among the ★2 servants pool but he does pack a punch in terms of damage but takes more damage himself in return.
Pros
Noble Phantasm with unique debuff effect. Contradict with his class identity as a Berserker, Caligula’s NP doesn’t deal any damage but instead locks up the target’s skill or NP when overcharged for three turns. Even though it is not really useful at the first sight but it is proved to be usable in some situations to prolong the battle by limiting the enemy’s NP usage. If you are able to charge up his NP gauge within these three turns it can be a continuous loop to seal the target’s NP again and again, assuming that he survives.
High attack due to offensive buffs. All three of Caligula’ active skills provide an increase in attack allowing his damage to be comparable even to a 4★ servant despite being just a 2★ servant himself. However, it does depend on the success rate of the Imperial Privilege skill which is only 60%.
Cons
Very fragile. Notable weakness of a Berserker class, despite being able to deal extra damage to every other classes of servants he would take extra damage also in return. Moreover, Caligula active skills also come with demerits such as lowering his defense and dealing damage to himself, making him much more vulnerable to damage than he already is.
Strategies & Tips
Caligula can be used offensively as an attacker due to his damage increasing buffs but he requires a strong support or tank to back him up as he is very vulnerable to incoming damages.
Able to increase Caligula’s attack and by using his NP to lock up the enemy’s skill, he can buys more time for her to charge up her NP gauge. Unavailable on the EN ver.
Allows Caligula to use his NP as soon as possible when combined with NP charges from the supports as he is not going to survive long in the battlefield.
Additional two turns of NP seal will be applied when Caligula is taken out which results in a total of five turns seal with his NP. Unavailable on the EN ver.

Upgrade Priority
You will focus on levelling both first and third skill together to increase Caligula’s damage output and leave the second to the last as the success rate is not that high.
