[JP] Arturia is… rather sad as a Servant. Despite being one of the most famous mascot characters from the franchise, she doesn’t really do particularly well ingame. It’s not as if she’s terrible by any means--- what she suffers from is the extreme amount of blandness in her kit. She hits powerfully on her NP, and that’s it. Seeing such a rare Servant perform so underwhelmingly can leave a lot to be desired, even more so when one considers her importance as a character to the Fate franchise.
[NA] Arturia has yet to perform amazingly even in the JP server, which is quite unfortunate. Although her stats and powerful NP can be considerably useful within the early stages of gameplay, the overall outlook of investing in her is discouraging. Even more so when one considers Saber Alter, who deals almost the same amount of NP damage herself, without having the rarity of an SSR.
Pros
Has the most NP damage among AoE Sabers
Fairly strong Buster chains even without crits, because of her stats and buffs
Receives a 20% refund upon every use of her NP
Cons
Lacks any sort of survival capabilities
Does not have any means to counter gimmicks
3rd skill is rather unreliable if one wants to make her crit
Is severely outdated in terms of the game’s design
Strategies & Tips
As an AoE Servant who lacks any sort of means to counter hard fights, Arturia is usually relegated to clearing waves. Most of the game’s hard content now is cleared by either by strong units who hit very hard, or by those who can effectively counter the numerous gimmicks with every new quest.
Strictly speaking, Arturia’s NP does hit very hard for an AoE NP--- it hits for 29851 against neutral classes at NP1, with all skills maxed. This is quite the number for AoE NPs, as most AoE NPs clock in at around 20-23k damage. However, 29k isn’t something that really sweeps hard quests, as for most fights Single-Target NPs are much more reliable due to their higher base damage.
Even though there are also a number of quests that take feature multiple enemies, the overall outlook is that Arturia doesn’t offer much outside of damage. This means that she’s limited to firing her NP off once or twice before dying, or for clearing waves.
That said, the existence and relevance of Merlin’s Buster meta does help her in somewhat maintaining a meager amount of relevancy. Although it doesn’t solve her underwhelmingly bland kit, the meta allows her to hit for nice numbers, which boosts her usability as a damager overall.
Noble Phantasm
Excalibur hits for a very good amount of damage at 29k to all enemies. It is also a Buster NP, which allows Arturia to use NPBB chains for damage. This is great, as it allows her to get more out of her huge Buster up skill. It also refunds her gauge for 20%, which is a nice number she can back up with her Arts cards.
Waver’s ATK up and NP stack up for a high-scaling ATK up, which allows Arturia to hit harder on her bursts. His DEF up can also be useful in keeping her alive, and his ability to instantly charge an ally’s NP gauge can allow her to use her NP more often.
Shakespeare’s Buster buff is rather useful for Arturia’s NP damage. Not only that, but his 3rd skill can also be useful in charging Arturia’s gauge directly after using her NP, making her use it in more frequent intervals.
Hans is able to buff Santa’s ATK and provide her with stars passively, which when used with her skills can allow her to hit harder on both her NP and crits. He is also able to provide her healing and DEF buffs to sustain her, and she in turn can help heal Hans, which can aid players who have trouble keeping him alive.
[JP] Merlin is able to charge Arturia’s NP gauge directly over time, which can be useful in letting her use her NP more often. He also provides both an ATK and Buster buff, which can stack with her own buffs for damage, and he also provides both healing sustenance and a hard defensive skill, countering her lack of survival. Lastly, Arturia’s Instinct skill can be of better use with Merlin’s capability to generate stars, as it stacks stars overall to an amount worth noting.
Arturia’s ATK and Buster up buffs up her Buster cards considerably. Her 3rd skill would be more of use if one increases her star absorb, allowing her to deal even more damage through crits.
If equipped to Artoria Pendragon, Increase attack of all allies by 15% while she's on the field.

Charisma B / Cooldown: 7-5 Increase all allies’ ATK (3 turns)
Charisma is most enjoyed if it’s at higher ranks, as it scales better with it. While it’s pretty standard, it’s rather useful in both farming and boss fights, as it increases your team’s overall DPT.
Mana Burst A / Cooldown: 7-5 Increase in Buster Performance (1 turn)
A fairly effective skill for boosting Arturia’s own NP damage and Buster cards. It scales for a great 50% at max, which can make her Buster chains hit very well. Although, it’s 1 turn duration and lack of any other effects also means that aside from being straightforward, it’s very vanilla--- it doesn’t offer that many options to her gameplay, much like her 1st skill.
Instinct A / Cooldown: 7-5 Receive critical stars
This skill is perhaps one of the most controversial skills ingame. Instantly gaining stars is no way a bad bonus to have, but it’s not really anything great when you take Arturia’s entire kit into consideration. She doesn’t generate stars particularly well nor does she absorb them, which means that a meager amount of 15 stars won’t really go anywhere when it comes to making her crit. It’s lack of use is a waste of a skill slot, as most would probably forego leveling the skill as it doesn’t offer much.

A QAABB deck is great on Arturia. Having 2 Arts cards allows her to charge her gauge decently enough, and having 2 Busters allow her to do heavy damage on Buster chains with her NP. Although her NP gain and star generation isn’t amazing, the deck fits with her overall use.
