Cleopatra is notable for her high NP gain and her Buster-type AoE Noble Phantasm, which is rare among Assassins. She also possesses the Imperial Privilege skill, and being an Assassin, she is capable of generating a good amount of critical stars. Additionally, her NP also has a built-in Buster buff, granting her above-average total buffs if her Imperial Privilege’s attack buff should proc. Her third skill grants her Invincibility and removes her debuffs, giving her more flexibility for various situations, as well as extra tankiness when coupled with her other skills.
However, her Assassin modifier and unupgraded NP means that on average, she will deal less damage compared to other AoE NPs, especially if Imperial Privilege fails to proc. The sheer unreliability of Imperial Privilege itself as a primary damage buff makes her overall performance slightly questionable. A minor but notable thing is her high death rate, which may be a major hassle in certain quests.

Strategies & Tips
Cleopatra is mostly used to spam her Noble Phantasm, which makes her an effective wave clearer. Due to her good survival, she needs a minimum of help in that regard, meaning that her allies should focus more on maximizing her damage.
Noble Phantasm
Uraeus Astrape is a Buster-type damage dealing AoE Noble Phantasm, which applies a one-turn Buster buff on Cleopatra at the cost of 1000 HP. Although being an unupgraded NP, the Buster buff makes up for this somewhat - though unfortunately, this means that she relies on her Imperial Privilege for additional damage.
Merlin provides extra survivability to Cleopatra, and increases her damage to a much higher level. His star generation aid also helps her in performing critical hits, partially thanks to his lower star weight.
Recommended as he is able to increase Cleopatra’s damage, tankiness, and NP charging speed all at once. His low critical star weight also helps her gather more stars to perform critical hits.
As with all other Imperial Privilege users, Ozymandias eliminates the unreliability that plagues Cleopatra. Additionally, he also possesses a Charisma skill and an AoE NP charge, both of which are appreciated by Cleopatra. His high critical star weight means that Cleopatra will most likely be used as a secondary damage dealer in this composition.
This type of Craft Essence takes advantage of Cleopatra’s good NP gain and maximizes her NP damage. They cover her greatest weakness, that is, her damage potential, and provide the best damage scaling among all the Craft Essences. Recommended for stages where she will need to use her Noble Phantasm multiple times.
Allows Cleopatra to make reliable use of her generated critical stars. These Craft Essences are highly recommended if Cleo is to be used in an Arts-based team with limited star generation options.
Provides a balance between the two above types. While pure NP damage up Craft Essences may be more effective in a proper party, combination CEs work as a decent alternative.
When equipped to Cleopatra (Assassin) only, increase NP Strength by 25% & [Demerit] decrease DEF by 10% for all allies while on the field

Grants attack and defense buffs, and heals Cleopatra as well. Under the right situation, this skill is extremely potent; however, its buffs are chance-based, meaning that it is rather unreliable. Still, it is the only damage buff skill Cleopatra possesses, meaning that this skill should be leveled first.
Golden Rule (Wealth & Body) D
Increases Cleopatra’s NP gain, charges her NP gauge by 10%, as well as healing her, all of which last for three turns. Being her primary NP charging skill, this skill should be leveled second, both for the percentages and for the cooldown.
Divine Protection of The Goddess C
Applies Invincibility to self for one turn, and removes her debuffs. It also instantly generates an amount of critical stars. While the critical stars may be useful to help guarantee critical hits, this skill would most likely be used for the Invincibility effect. As such, this skill should be leveled last, and mostly for the cooldown.
