Arjuna has a rather unique set, with 3 Arts cards in his command card deck, but a Buster-type Noble Phantasm. He possesses the Mana Burst (Flame) skill to increase his NP damage; additionally, his Blessed Hero skill allows Arjuna to have increased performance for five turns straight.
However, Clairvoyance is a notoriously bad skill, something made worse by the fact that Arts cards can barely generate stars, though his 5-hit Extra card does gain a notable benefit from the skill. Blessed Hero’s long cooldown can also pose a problem in longer fights. His deck also makes him less compatible for the critical damage dealer role possessed by his peers.
Pros
Very durable when Blessed Hero is active.
Decent instant kill rate against Divine mobs.
Extra critical stars from Clairvoyance and Blessed Hero makes his critical performance more reliable.
3-Arts cards deck allows for more stable NP gain.

Strategies & Tips
Arjuna should be used in more stable teams with Arts-based supports able to generate critical stars via skills. This would allow the team to consistently perform Arts chains, while allowing Arjuna to make powerful Brave chains in the right situation. As a standalone Servant, Arjuna is able to generate his own Noble Phantasm rather well, though his criticals do need additional support.
Noble Phantasm
Pashupata is a Buster-type AoE Noble Phantasm, which applies a defense down on all opponents. It also has a small chance to instantly kill the opponents. Normally, this chance is negligible, but it is increased to a decent level against Divine non-boss enemies.
Zhuge’s offensive buffs allow Arjuna to deal significantly more damage. In addition, the NP gain and 3 Arts deck helps him spam NP, allowing for more Brave chains overall.
Hans’ critical stars, buffs, and heals go well with Arjuna’s emphasis on overall performance, allowing the team to become much more stable while not sacrificing performance.
While Arjuna is able to sustain himself to some extent, he may experience problems withstanding OHKOs from powerful Noble Phantasms. Jeanne is able to cover this weakness, and her heals also allows for a more stable team performance overall.
Merlin’s heals and invulnerability add to Arjuna’s already impressive bulk. Meanwhile, the critical star, NP gauge increase and his offensive buffs greatly increase Arjuna’s offensive potential.

NP Damage
Arjuna’s deck allows him to spam his Noble Phantasm more often than other Servants; these Craft Essences would increase his damage potential without relying on criticals.
Increase the damage he deals from criticals. The priority on Arts means that he can focus on creating Arts chains, allowing Arjuna to unleash Pashupata more often, which in turn grants him more Brave chains.
Grants Arjuna more damage on his critical hits. The main benefit of using this over Arts performance Craft Essences is that it affects his powerful Buster card as well.

This skill is rather wasted on Arjuna, as he cannot really make use of its benefits outside of his Extra card. While Clairvoyance does allows him to generate more stars on Brave chains, it should be leveled after his other skills.
Blessed Hero A
A powerful skill, Blessed Hero greatly increases Arjuna’s durability when it is active. Additionally, it also fills his NP gauge instantly, and generate critical stars per turn. However, its cooldown, at 10 turns when maxed, is extremely long, so using this skill twice in a single battle is rather unlikely. Level this skill after Mana Burst (Flame).

Arjuna’s main damage increasing skill. Due to its importance, this skill should be leveled first, both for buff percentage and cooldown.

While Arjuna’s QAAAB deck allows him to make Arts chains easier, it comes at the cost of the NP Buster Brave chain, one of the most important tools for a damage dealer. As such, he focuses more on sustained damage instead of single-turn Bursts.
