Slight correction to a prior answer.
I was curious as to why my Atoria(Caster)'s NP damage nullifaction had 2 charges in spite of her NP lvl 1. In this same scenario, I had 3 NPs chained and the last one being the attacker after the 2 prior damage buffs, their NP lvl 4 yet only came up as 400% overcharge.
Not sure of the details, but clearly some case definitely will not give an additional 200% charge to the 3rd NP in the chain.

It boosts your NP overcharge. Say I have Mash NP and Arturia NP ready to go, if I select Mash NP first and Arturia NP second then the Arturia NP gets an overcharge of 200%.

NP chains grant every successive Noble Phantasm card in a command queue an extra 100% NP charge.
First card will not receive a bonus
Second card will receive 100% extra NP charge
Third card will receive 200% extra NP charge.
NP chains only occur if the Noble Phantasms are lined up one after the other. Selecting a normal command card between two Noble Phantasms does not active an NP chain.
